A 40-year outdated man from Ridderkerk within the Netherlands has been arrested for reportedly downloading files accidentally sent to him by the police, then apparently refusing to ship them back until he acquired a reward.
That is in accordance to the Dutch Nationwide Police’s report on the incident (by way of BitDefender). The report (machine translated) says the person was arrested for ‘pc hacking’. Prior to the incident, he was involved with the police to ship over files associated to a completely different case.

The police indicate that not solely is refusing to delete the files and asking for a reward a potential illegal act, however downloading stated files may very well be too.
