German Chancellor Friedrich Merz has proposed granting Ukraine “affiliate member” standing within the European Union without voting rights whereas it pursues full membership, in response to a letter seen by AFP on Thursday. The plan would permit Kyiv illustration at EU summits, the European Fee and parliament, however without voting powers.
