Shillong, Jun 19: The Khasi Hills Autonomous District Council (KHADC) witnessed excessive drama on Friday as Chief of Opposition Titosstarwell Chyne led a walkout in protest towards the alleged denial of alternative to debate the Khasi Hills Autonomous District Council Service Rules, 2026.
Earlier than strolling out, Chyne accused the Government Committee of stifling debate and denying elected members their proper to talk.
“Should you don’t permit this, it means you’ve got rejected us as public representatives. The EC has the numbers, so why is it afraid to debate? We will sit right here until 8 PM if wanted,” he stated.
Chyne added that he had been given the order to talk and wouldn’t have wasted time attending the session if he was not allowed to handle the Home.
He requested permission to talk solely on Half I of the Service Rules, arguing that members have to be given an opportunity since dialogue was allowed the day gone by.
“This exhibits that you’re afraid. You could have denied me my proper to talk contained in the Home. The service rules don’t have anything for the workers,” he stated.
As he left the Home, Chyne described the incident as “nothing however a transparent case of abuse of energy by the ruling bench”.
Chairman Strongpillar Kharjana defended the ruling and stated the choice was made as per process.
“I’ve not rejected it. That Rule is binding on the Chair to permit. It is best to have talked about one thing right here, or you need to have given different wordings that might substitute after the dialogue. Should you simply delete, I cannot let you communicate on one thing that’s meaningless. It’s a shame to the Chair. While you point out ‘delete’, it means nothing,” he stated.
Kharjana then referred to as for members to face to point help or opposition to shifting the modification, and said, “I’ve proceeded as per the Rules. I’ve not denied you. It’s your mistake.”
Chief Government Member Winston Tony Lyngdoh backed the Chair’s determination. “It isn’t that we’re afraid. It lies with the rules of your Home, Sir,” he stated.
